Anthony “Tony” O’Donnell, Chief Executive Officer & President

Mr. O’Donnell began his career as a speech pathologist. His first company, Independent Child Study Teams ("ICST"), was founded to conduct evaluations on students to determine their needs and to construct appropriate Individual Educational Plans (IEPs). He then began a division of the company that delivered Title I and New Jersey 192-193 services to students in parochial schools in New Jersey. This led to the founding of Educational In-Roads (EIR) which delivered Title I products and services to 36 states. IEP’s experience with private-public partnerships goes back to 1977 when Mr. O’Donnell, the owner of IEP, began his first company, Independent Child Study Teams. When ICST sold in 1997 along with its sister company, Educational In-Roads (EIR), they were serving 36,000 children every day. Later that same year, Mr. O’Donnell founded Innovative Educational Programs ("IEP"). For the past twenty years, Mr. O'Donnell has built IEP into a well-respected educational services company that actively serves approximately 20,000 students every day in the U.S. and Puerto Rico.

Mr. MacMahon is the Chief Financial Officer and Corporate Secretary of Innovative Educational Programs, LLC with responsibilities for internal and external financial reporting, bank relations and commercial insurance.


Monica Vines, Director of Early Childhood Education

Monica Vines, Director of Early Childhood Education

Monica Vines has served as the Executive Director of Early Childhood Education with IEP since the programs began in 2003. Monica oversees NAEYC accredited early childhood programs and after care programs in Newark and Paterson New Jersey, serving over 700 students. With over 22 years of education experience, Monica has worked as a school administrator and teacher with Newark Public Schools. She has presented at several conferences and serves as a mentor to administrators and teachers. Monica has also served as an adjunct instructor at Bloomfield College and Passaic County Community College. She holds a NJ Principal’s Certificate and a NJ Administrator’s Certificate, Bachelor of Arts Degree in Business Administration from Stockton University, Masters in Education Supervision and Administration from Saint Peters University, and is currently pursuing her Doctorate in Educational Leadership at Rutgers University.

Mr. Greene has blended experience in the areas of project management and business administration with 20 years of experience focusing on high school education. Mr. Greene holds a Bachelor’s Degree in Business Administration from Howard University in Washington D.C. He is responsible for the implementation of programs in other communities across the United States. Mr. Greene has worked extensively with Pathways Academy Charter School, Detroit (MI), which is an alternative coed school for pregnant and parenting teens.
At Pathways Academy, he has served in many capacities and has been instrumental in helping pregnant and parenting teens to focus on finishing high school, social development and helping to determine their options once they finish high school.


Laura Cheval, PHR, SHRM-CP, HR Manager

Laura Cheval, PHR, SHRM-CP, HR Manager

Laura leads the Human Resource and Payroll Department at IEP. She has over 20 years of HR and Payroll experience with a strong focus on compliance. She recognizes that “Employees” are the top resource within any company. She holds a Bachelors degree in Business Administration and is a member of SHRM National as well as their Morris County council. Her passions include, golf, travel, gardening and her family.

Anthony O’Donnell is directly involved with day-to-day operations of high school and early childhood centers at the local and national levels. Mr. O'Donnell manages all service agreements and contracts while overseeing building restoration including but not limited to structural upgrades and on-site renovations. Projects include but are not limited to: roof restoration, major floor replacement, and HVAC overhaul.
